An unlicensed breeder criminally 'debarked' dogs by pushing a pipe down their throats

The Pennsylvania Society for the Prevention of Cruelty to Animals reports seizing 15 dogs, three had been illegally devocalized by a pipe that was repeatedly pushed down their throats to damage their vocal chords.
